I have the honour to state that I should

be obliged if I might receive at an early date Your Lordship's instructions regarding the disposal of property under the

control of the Custodian of Enemy Property.

2.

This property consists of cash balances, either held locally or invested in War Loans in England, shares in the possession of or under the control of the Custodian, trade marks, records and books of liquidated firms and personal effects of private individuals.

3.

The cash balances and shares are partly

the result of the liquidation of enemy firms and partly the property of private individuals. The trade marks were owned by enemy firms and related to goods of British, enemy or other manufacture. Some of the personal effects have been claimed, others have not, and the owners of some cannot be definitely

identified.

4.

Several applications have been received

from individuals for the return or release of their property, and amongst such applications I have received a despatch (copy en closed) from His Majesty's Minister at Peking regarding the property of Mr. A. H. Wilzer formerly a Commissioner in the

Chinese Customs Service.
